Demonetisation continues to hit people of Lower Dibang Valley

ROING, Dec 19: Demonetisation has continued to hit the citizens of Lower Dibang Valley district. The unavailability of new Rs 500 notes has been creating chaos, affecting mundane activities.
Unlike its counterparts like Lohit, Namsai, Wakro, East Siang and nearby Shantipur in Assam, the Rs 500 notes is yet to make its appearance in the district.
Only Rs 2000 notes have been issued by the banks here because of which purchasing everyday requirements has become harassment for the people.
"We are being compelled to accept the old Rs 500 notes as there is a shortage of change in the market", said shoppers, who had only the Rs 2000 notes at their disposal. Ironically, most shops in the market are still accepting old Rs 500 notes, refusing the new Rs 2000 notes due to this problem.
Standing true to their 'reputation', the bank employees of SBI Roing, did not believe it important to answer queries about the issue of the new Rs 500 notes. When asked about the reason for unavailability of the currency in the district, despite it being in circulation in the neighbouring districts since some time now, Field Officer JN Kakoti had to say that that is altogether a different matter that the currency is not being issued here but in other nearby districts. All other queries went unheard because of very poor response.
SP Roing Sanjay K Jain confirmed that the new currency has not reached here yet but special arrangements have been made and escorts deployed to bring in the money tomorrow, and will be in circulation shortly thereafter.
Clearing the speculation that the former Chief Manager of SBI Roing had misused the 'missing' Rs 500 notes causing his transfer from the branch, SP Jain informed that his transfer was plainly based on his inefficiency and non-cooperative working nature as a bank.
RBI puts curbs on old note deposits exceeding Rs 5k
New Delhi, Dec 19: The Reserve Bank on Monday imposed stiff restrictions on depositing more than Rs 5,000 in the scrapped Rs 500 and Rs 1,000 notes, mandating that it can be deposited only once per account till December 30, that too after explaining to bank officials the reasons for not having done that so far.
Stipulating that restrictive conditions will also apply on the cumulative deposit of such notes in a single account when it exceeds Rs 5,000, RBI said that defunct currency up to any amount can be deposited under the new black money amnesty PMGKY scheme.
"It has been decided to place certain restrictions on deposits of SBNs into bank accounts while encouraging the deposits of the same under the Taxation and Investment Regime for the Pradhan Mantri Garib Kalyan Yojana, 2016," RBI said in a notification.
Under the PMGKY scheme, black money holders can deposit unaccounted cash in account which will be subject to 50 per cent tax and 4-year interest free lock-in for the remaining 25 per cent of the amount.
RBI said old notes in excess of Rs 5,000 into a bank account will be received for credit only once during the remaining period till December 30, 2016.
"The credit in such cases shall be afforded only after questioning tenderer, on record, in the presence of at least two officials of the bank, as to why this could not be deposited earlier and receiving a satisfactory explanation," it said.
The explanation, RBI added, should be kept on record to facilitate an audit trail at a later stage. An appropriate flag also should be raised in CBS (Core Banking Solution) to that effect so that no more tenders are allowed.
However, old notes up to Rs 5,000 received across the counter will allowed to be credited to bank accounts in the normal course until December 30, 2016.
"Even when tenders smaller than Rs 5,000 are made in an account and such tenders taken together on cumulative basis exceed Rs 5,000 they may be subject to the procedure to be followed in case of tenders above Rs 5,000, with no more tenders being allowed thereafter until December 30, 2016," RBI said. AAPSU demands high level inquiry into student death case
ITANAGAR, Dec 19: All Arunachal Pradesh Students' Union (AAPSU) on Monday demanded the State Government to conduct a high level enquiry into the death of Haa Tama.
Tama, who reportedly fell down from a 3-storey hostel building in Jaipur, Rajasthan on December 15, succumbed to his injuries on December 17. He was pursuing B Tech. at Dr. K N Modi University.
Suspecting foul play in the student's death, AAPSU in a letter to the Chief Minister sought his intervention and asked to pursue the matter with his Rajasthan counterpart to unearth the reason for his unnatural death.
AAPSU also submitted a similar representation to the Chief Secretary seeking the state government's immediate intervention in Tama's death case and a high level inquiry to unravel the truth behind his death.
Meanwhile, the All Arunachal Pradesh Anti Corruption Student's Union (AAPACSU) has in a memorandum addressed to the Chief Minister on Monday sought a CBI enquiry into the alleged brutal murder of Haa Tamar.
Alleging the Rajasthan government of not taking necessary steps to arrest the culprit, the Union has further demanded immediate arrest of the culprits involved in the incident.
Hundreds throng photo exhibition at Dambuk

ITANAGAR, Dec 19: A four-day photo-cum-painting exhibition was organized on the sideline of recently concluded third edition of Orange Festival of Adventure and Music popularly known as OFAM at Dambuk. The main objective behind the exhibition was to facilitate platform to the budding photographers and painters of state. Photographers like Sanjay Mosing, who basically does landscapes and nature, and Bengia Mrinal, who is into birds, had put up their works during the exhibition.
Ranging from people to wild animals, landscapes, birds and even day-to-day scenes, the photo exhibition captured the essence of life in frames. However, main attraction of the exhibition was paintings of Gyamar Nanam, a very talented and young painter from the state, had also put up his art works on display. Nanam usually paints on acrylic paintings canvassing the rural lives of Arunachal Pradesh. Hundreds of art lovers thronged the photo-cum-painting exhibition.
APLS felicitates three eminent literary figures on its 10th foundation day

ITANAGAR, Dec 19: The 10th Foundation Day of the Arunachal Pradesh Literary Society (APLS) was celebrated with felicitation of the prominent literary figures, namely, Aduk Tayeng, Ramchandra Chutia and Jumsi Siram at Jawaharlal Nehru State Museum conference hall here on Monday.
Aduk Tayeng, former Director of Research, GoAP, is one of the pioneers of Linguistic Research in Arunachal Pradesh, while Ramchandra Chutia, a retired teacher and eminent Assamese writer, contributed in the field of Arunachal literature by penning down more than 25 books in Assamese and English. Jumsi Siram is the first person from the state to write his literary works in Hindi.
Addressing at the celebration function MLA cum Adviser to Chief Minister, Lombo Tayeng said that literature is the index of the development of any community. He called upon the Arunachal Pradesh Literary Society to spread its tentacles in district level to involve more and more people in literary activities.
Tayeng said that literary activities of the APLS has now turned into a social movement and the role of APLS is very much significant in present juncture. While lauding the yeoman serviced rendered by APLS towards the development of literary activities of the state, Lombo Tayeng said "Govt. should promote APLS through financial grants and assistance. As gesture of support to APLS, Tayeng also donated his one month's salary to the tune of Rs. one lakh.
In his speech, Arunachal Pradesh Chief Information Commissioner Dr Joram Begi exhorted the literary personnel of the state to highlight the problems of the common people through literary activities.
Stating that truthfulness and fearlessness, which are two distinctive characteristic of the tribal people, are banishing gradually, Begi said, litterateurs being the intellectuals should not confine themselves in romanticism and tragedy in literary but also able to speak out the problems of people through the literary activities.
Citing the role of Asom Sahitya Sabha and Bodo Sahitya Sabha in neighbouring state, Begi hoped that the APLS would play a bigger role as intellectual platform in shaping the destiny of the society. He further hoped that APLS would take up the activities for popularising the folk tales of various communities of the state.
Delivering a thought-provoking lecture on the topic 'Tribal Discourse in Literature' Rajiv Gandhi University Hindi assistant professor Dr. Abhisek Kumar Yadav lamented that the values, tradition and view points of the tribal society had not been exposed in Indian literature in right perspective. No literary figure of the country in the past had tried to observe the values and tradition of tribal, but always endeavoured to portray the tribal society from their own view points, he said. Yadav, however, said, it is good omen for our society that in recent years many writers have come forefront to highlight the true perspective of the tribal society through their creative works. For example, he cited the novel 'Sonam' written by Thongchi.
APLS president YD Thongchi, while highlighting the activities of the Society, said his dream is to provide a big platform like Asom Sahitya Sabha for the literary lovers of the state. Stating that the people of the state have already accepted the activities of the Society, Thongchi exhorted the budding talent to take the opportunity to enter the literary world through APLS. "We do not ask you to extend any kind of help, you just contribute through literary activities," Sahitya Akademy Awardee Thongchi exhorted.
Ramchandra Chutia in his brief speech hoped that the literary activities of the state will help promote peace and harmony between the two neighbouring states of Assam and Arunachal Pradesh.
Jumshi Siram in his address said literature is the most powerful tool in moulding the society in right direction. He called upon the young generation to take interest in literature and literary activities to promote the culture and tradition of tribal society through writings. Aduk Tayeng also spoke on the occasion.
The welcome addressed was delivered by APLS general secretary Batem Pertin, while Dr S K Ghosh gave vote of thanks.
Earlier, the programme started with hoisting of flag with a patriotic song sung by APLS treasure S Kri. This was followed by inaugural poem recited by Nomi Maga Gumro and release of "Prayas' APLS mouthpiece by Lombo Tayeng.
APLS also conducted a Hindi poem recitation competition to mark the occasion. Radhika Das, KV-II won the 1st position, while Aman Taboh, VKV, Chimpu and Jenis Rigia, VKV, Vivek Vihar stood second and third respectively. Tagung Riang, P-Sector, G. S. School and Nani Amba, Govt. H. S. School, Itanagar received consolation prizes.
Santosh & Shivaraja clinch JK Tyre 4x4 Fury championship

Shivaraja of Bangalore defeated 2016 Rainforest Challenge India title holder Gurmeet Virdi and his co-driver Kabir Wariach to clinch JK Tyre 4x4 Fury Open Championship 2016 which was organised alongside with Orange Festival of Adventure and Music at Dambuk from 15th to 18 December 2016.
Bangalore based off roaders managed to pip Virdi and Kabir with 85.5 points in three day extreme motorsports competition. Santosh and Shivaraja scored 830.75 points while Chandigarh off roaders could manage to score 745.25 points. Local boys Ujjal Namsum and Aditya Mein under team Moca bagged third place in Open Championship category with decent total of 644.25 points. In the Northeast Category of JK Tyre 4x4 Fury, Meoseng Namsoom emerged victorious with 680 points followed by Purba Joyti Chaudary 421.5 and Khum Awng Sikhang of Nagaland with 143 points.
Jagmeet Gill and Chandan Sen bagged the Maruti Suzuki Time- Speed- Distance Rally Championship 2016. It was 5th round of Maruti Suzuki National Super League TSD rally in an exotic place like Dambuk. While Ajgar Ali and Mohd Mustafa bagged the first runner up and Sachin Singh and M Prakash in second runners up. In Denizen Amateur category Jitu Kalita and Gautam Khandelwal clinched the title while Rupak Dutta and Amitah Indira managed at second place and Om Prakash Phukan and Wangchu Khirmey of Iconic Automobiles of Mahindra dealer Lekhi bagged the third place. Congratulating the winners and off roaders, Chief Minister Pema Khandu termed that JK Tyre and Arunachal has very old relationship and the CM acknowledged the contribution of JK Tyre for promoting motor sports in Arunachal Pradesh. Khandu termed the day as very good day for Arunachal saying that good numbers of local boys are taking part in extreme motorsports. He also congratulated team Moca of Arunachal Pradesh represented by Ujjal Namsum, Aditya Mein and Meoseng Namsoom for winning the trophies.
Free eye screening camp

RUKSIN, Dec 19: Seventeen patients were detected with cataract during a free eye screening camp organized by Arunachal Vikash Parishad (AVP) with the help of Ophthalmology Department of Ruksin CHC (First Referral Unit), East Siang in the hospital on Monday.
A good number of patients were also detected with various eye diseases and disorders like refractive errors and given them advised for better treatment.
State BJP president and former MP Tapir Gao, who inaugurated the eye screening camp, hailed the organizer of the camp saying that such programmes benefit the poor rural people the most.
Patients from Jonai of neighbouring Assam also availed the opportunity of the free eye camp.
"We will conduct more eye screening camps in rural areas including Nari-Koyu area to detect more cataract cases. The common cataract patients will avail free surgical operation in Ruksin CHC (FRU), while the complicated ones will be referred to hospital with better facility", informed senior eye specialists, Dr O Moyong.
The medical camp was assisted by doctor-in-charge of Ruksin CHC, Dr Kadum Jonnom, senior eye specialists Dr D Pait and ophthalmological assistants S Devi and Navajyoti Sarma and nursing staffs of the hospital.
According to the organizers, the free eye screening and treatment camp was the first of its kind in the state.
AVP is all set to conduct another free 'Gynecology' camp in East Siang during early next year, informed AVP State Publicity Secretary Madhuram Pegu.
Workers of AVP including Dr RB Mishra, State Committee joint secretary, Omir Tatin Pasighat Vivag Organizing Secretary, Taken Payum and East Siang unit Vice President, Paniram Panyang, and others attended the camp and conducted the activities.
Forum questions delay in construction of TAH in Lower Subansiri
ITANAGAR, Dec 19: All Lower Subansiri Trans-Arunachal Highway Land Affected Peoples Forum (ALSTAHLAPF) has questioned the State Government over delay in construction of Trans-Arunachal Highway and non maintenance of road from Potin to Bopi in Lower Subansiri.
Seeking a clarification from the State Government over inordinate delay in construction of the TAH in the district even after preparation and submission of assessment reports in 2009, 2014, 2015 and 2016, the Forum in a recent meeting decided to verify all the property assessments made by various departments in the district.
The meeting viewed seriously the invalidation of the assessment reports prepared by Lower Subansiri District administration as per prescribed norms and guidelines.
According to the Forum, the State Government has issued a 'contradictory' order, particularly for Lower Subansiri district which claimed to have stated that the five meter distance from the centre line of the road shall not be compensated. But, the people of the district had never raised any type of objection on this matter other than statement for early construction of the TAH and maintenance of road from Potin to Bopi for the convenience of the commuters.
One-day orientation training for Legal Aid Lawyers at Ziro
ITANAGAR, Dec 19: The Arunachal Pradesh State Legal Services Authority in collaboration with Lower Subansiri District Legal Services Authority organised a day long Orientation Training Programme for Legal Aid Lawyers of Lower Subansiri, Kurung Kumey and Kra Daadi districts at the Conference Hall of a hotel in Hapoli on Sunday.
Member Secretary, Arunachal Pradesh State Legal Services Authority Budi Habung dwelt at length about Legal Services Authorities Act 1987 & Schemes there under; Concept of legal aid; Working of Legal Services institution in Arunachal Pradesh; Roles and responsibilities of Legal Aid Counsels & Do's and Don'ts of panel lawyers, Communication with client and counseling. He also briefed about Arunachal Pradesh Victim Compensation Scheme, Methods of Jail Visits and Clinics etc.
District & Session Judge, Yupia, Jaweplu Chai spoke on Protection of Women from Domestic Violence Act and How Legal Aid Counsels should face the practical challenges while working as Legal Aid Counsel.
Chief Judicial Magistrate, Yupia, Hirendra Kashyap detailed about basic knowledge and overview of Civil laws and procedures.
Advocate M N Bharali talked on Advocacy and Professional Ethics with special eference to the Advocate Acts and the Bar Councils of India's Rules.

Awareness prog on digital payment
YUPIA, Dec 19: An awareness campaign on Digital Payment and cashless transaction was conducted at ZPC conference Hall, Yupia on Monday under the chairmanship of Deputy Commissioner Papum Pare Tai Kaye.
While addressing the gathering Tai Kaye emphasized on creating more awareness on Digital Payment and cash less transaction among the common people. Calling the Govt of India initiative for digitization, he said that with the advent of new technology, many benefits are reaching to the people and we must make good use of technology as it makes our life much easier and trouble free.

Defence personnel trained on ETPBS
YUPIA, Dec 19: The Defence Forces Personnel were trained on Electronically Transmitted Postal Ballot System (ETPBS) during a one day training programme conducted in the conference Hall of the Papum Pare Deputy Commissioner on Monday.
Addressing the officers various from paramilitary forces posted in Papum Pare, Deputy Commissioner cum DEO Tai Kaye said, "It is indeed a great initiative by ECI of India for enabling e-postal ballot system for the armed forces to participate in the democratic process of the country.
Lauding their selfless service to the nation the DC Kaye said that because of supreme sacrifices made by our forces, we are safe in our country.
EAC Itanagar Bomjen, as resource person, imparted training to the officers from paramilitary forces on ETPBS and its features for service voters enrolment through PowerPoint presentation. He said that e-postal ballot has been introduced by ECI to enable every service voters to participate in the democratic process of the country. They will consist of armed forces of the central Govt., other forces subject to the provisions of the Army Act, armed forces of state serving outside that state and those employed under the Govt of India in a posted outside India.
Voters entitled to postal ballots can download the postal ballot and print the blank postal ballot and after marking his vote in the e-ballot paper, it will be returned to the concerned Returning Officers by Post as in the present system.
Bomjen further informed that as per ECI directions Postal department has assured that within 5 days period, the e-ballot will deliver to concerned counting centres. In the case of service voters posted in remote areas and doesn't have mobile and internet services can authorized the unit officer in writing to download the e-postal on his behalf.
ERO (Hq) Mabi Taipodia suggested the officers present on the occasion to formulate system to implement ETPBS) for starting the enrolment of service voters and assured that district administration will be keep on updating if any new directions received from ECI.
ETPBS is developed by ECI with the help of Centre for Development of Advanced Competitive C-DAC, for the use of the service voters. It is fully secured system having a two layers of security. Secrecy is maintained through the use of OTP and PIN, no duplication of casted electronically transmitted Postal Ballot is possible due to the unique QR code.This system enable the entitled service voters to cast their vote being ETPBS from anywhere outside their constituency.

DC reviews progress of NOFN project
PASIGHAT, Dec 19: Deputy Commissioner Isha Khosla on Monday reviewed the ongoing National Optical Fibre Network (NOFN) project in a meeting with the RailTel engineers.
Chairing the second coordination meeting in the Siang Hall here, the DC said that the project would connect nation-wide broadband network, marching towards ambitious vision of Digital India. USOF project will connect the state's capital to the district headquarters and then to the block level government offices while NOFN project will connect all gram-panchayats.
Khosla advised the executing agency, RailTel Corporation of India to expedite the works and to ensure quality works in a time bound manner.
The DC urged all the local head of engineering departments to extend their cooperation to RailTel for smooth completion of the project.
Earlier, Yashwant Kumar (AE), RailTel briefed the DC about the progress of the project(s) through PowrPoint. He assured to make LIVE/operational Pasighat DC's office and Yagrung CO's office within January and offices of ADC Ruksin, ADC Mebo, CO Bilat and CO Sille-Oyan at the end of March, 2017.

Training on 'Commercial Fish Farming' held
AALO, Dec 19: In all, seventy three farmers from the villages of Balisori, Siloni, Germe, Kamcham, Kangku and Rate under Kangku Circle took part in a West Siang department of fisheries conducted 2 day-long district-level fish farmers' training & demonstration programme on 'Commercial Fish Farming' which concluded here on Sunday last.
Sponsored by the Agricultural Technology Management Agency, ATMA, West Siang district, the programme was attended by Deputy Director of Fisheries, Itanagar, Tagi Yonggam, Fisheries Entrepreneur, Seajuli, Assam, Bikul Goswami and DFDO, Aalo, Kenbom Chisi as resource persons besides, staffs from DFDO office, Aalo.
Speaking on the occasion, fisheries entrepreneur, Biku Goswami explained about techniques to starts commercial farming, available indigenous aquarium fish in locality and their value in market, induce breeding of fish and gave demonstration on all the basics of the aquaculture.
Deputy Director of Fisheries, Tagi Yonggam also explained the trainees about existing Arunachal Pradesh Fisheries Law and urged them to conserve the available fisheries resources of the area.

Convincing wins for Upper Subansiri, West Siang and Lower Subansiri
ITANAGAR, Dec 19: Upper Subansiri, West Siang and Lower Subansiri on Monday won their respective group matches convincingly in the 15th Tadar Tang State Level Football Tournament, 2016
Upper Subansiri and Lower Subansiri beat their respective opponents Namsai and Siang by an identical 4-0 margin while West Siang defeated Lohit 3-0 at Rajiv Gandhi Stadium, Naharlagun.
Tania Leya (5th min), Kenglang Kenglu (43rd min), Rayu Dagiam (45th min) and Tai Natam (6th min) scored one goal each in Upper Subansiri's win against Namsai (4-0) in the first match of the day.
The second match was held between West Siang and Lohit.
Jumdo Padu scored from 35 yard to give West Siang 1-0 lead in 25th minute before Toni Ragyor and Gemar Loya scored the second goal 28th minute and the third in 30th minute to make it 3-0.
Lohit played some attacking football in the second half but failed to score due to poor finishing.
Five time champion Lower Subansiri had easy game and drubbed debutant district Siang 4-0.
Prolific striker Mihin Pullo scored in 10th, 29th and 58th minute to complete his and tournament's first hat-trick.
Taba Issac scored in 34th minute to complete the drubbing.
Siang playing for first time in the tournament created some scoring opportunities but Lower Subansiri defenders led by Pill Kamin successfully thwarted their all attempts.
CCTV cameras are being installed in the galleries to monitor unruly spectators and their illegal activity like throwing bottles and other items unnecessarily to disrupt the match, informed Organizing Chairman Joram Appa.

MES meet Gorkha CC in final of Winter Cup T20
TAWANG, Dec 19: Military Engineers Services (MES) will meet Gorkha CC in the final of the Winter Cup T20 Cricket Tournament here on December 20.
MES beat Bomjha United in the first semi-final and Gorkha bulldozed Kalawangpo Cricket Club by 7 wickets in the second semifinal on Monday.
Bomjha, who were put into bat first after they lost the toss, found themselves in deep trouble as they lost openers Tsetan Chombey (5) and Tsering Wangdi (7) cheaply.
Though defamed for lousy fielding, MES fielding came to the fore today (excepting a couple of misfields), as they found Subhash (10) and Phuntso Tashi (01) short of crease.
Thereon, Bomjha never recovered and succumbed to some disciplined MES bowling attack. Chombey (35) and Hitendra Tripathi (31) top scored, but it wasn't enough as the whole team was bundled out for a paltry 136.
Chasing an average target, skipper Rinku Thakuria spearheaded the MES innings and guided his team way into the finals with a brilliant half century (57). 2nd Amnu Wangcha Inter-dept Badminton tournament
ITANAGAR, Dec 19: ADC M Loyi and EAC Atin Padung from General Administration emerged champion in men's double 40 + category in the second Amnu Wangcha Inter-departmental Badminton tournament, which was held from December 10 to 17 at Longding.
Loyi and Padung defeated the pair of Ngamnai Wangsu and Rangmaw Wangham of PWD to win the title.
The title for men's double was won by Netu Dabu and Hephu Wangsu of Health Department defeating Nyempho Wangjen and Papho Wangsu of APP.
Chajing Wangsu and Lamhai Wangsu of Health Department won the Women's double title beating the pair of Ngaplih Wangsu and Thumhin Aran of Education Department in the final.
The tournament was sponsored by Litai Wangcha, wife of MLA Thangwang Wangham, in memory of her mother.
The final and valedictory function was attended by Longding DC Himanshu Gupta.
Earlier, the tournament was inaugurated by Major Nirmalandu, Second- in- Command 4th Sikh Regiment Longding.
28 teams enthusiastically participated in the tournament.
Subroto Cup: GHSS Itanagar to lock horns with GHSS Polo Colony in final
ITANAGAR, Dec 19: Government Higher Secondary School (GHSS) Itanagar and GHSS Polo Colony will lock horns with each other in the final of the 5th District Level Subroto Cup Football Tournament - 2017 of Papum Pare District at Rono Ground, Doimukh on Tuesday.
GHSS Itanagar stormed into the final demolishing GHSS Ganga 4-0 in a lopsided second semifinal match on Monday.
Pongsa Sono scored in 15th minute before Dari Jimi doubled the score in 25th minute as GHSS, Itanagar were in total command in the first half.
The GHSS Itanagar was leading GHSS Ganga 2-0 at halftime.
Stung by first half two goals, GHSS, Ganga put their best efforts in the second half to restore parity but failed. Rai Cheke scored the third goal for Itanagar in 14th minute of the second half piling up more miseries on battling opponents. Pongsa Sono again scored in 21st minute of second half to complete the drubbing of the Ganga GHSSS.
The winner of Tuesday's final match will represent Papum Pare in the state level competition.
65-year-old woman dies in house fire

ROING, Dec 19: A 65-year-old woman died in a house fire in New Alone village under Hunli Circle in the wee hours Monday.
Reportedly victim Anja Picha was alone in the house, when the fire broke out and devastated the house.
All belongings/household properties of the family, including livestock were reduced to ashes in the fire, informed ZPM Hunli-Desali Block Mama Miso.
The cause of the fire is yet to be ascertained.
Meanwhile, Miso has apprised DC Roing about the fire accident and appealed to provide necessary relief to the affected family. The ZPM also urged the DC to send a police verification team from Hunli to visit the accident spot and take necessary notes.
Stick to specification of 2-lane road: AACWA
ITANAGAR, Dec 19: All Arunachal Contractors' Welfare Association (AACWA) urged Sushee Infra and Mining Limited (SIML) to comply with contract agreement with regards to construction and widening of the existing road from Nechipu to Hoj via Seppa, Sagalee to 2-lane national highway.
Alleging non-maintenance of standard and specification for 2-lane highway in that portion of the road by the construction company, the contractors' association appealed to the highway department to strictly monitor the road widening works and quality as the road serves as lifeline for the people of the state.
Four-day long awareness campaign conducted
ITANAGAR, Dec 19: A four day long awareness campaign on "Less cash to cash less or Digital Paisa" was organized by the state Bharatiya Janata Party, Yuva Morcha (BJYM) in three districts of West Siang, Siang and East Siang from Dec 14 to 17 last.
The BJYM team began their campaign from Basar Market in West Siang district wherein
BJYM President, Taring Tiri informed the people about every technical point regarding "Less cash to Cash less or digital Paisa".
A similar programme was also conducted at Boleng in Siang district and Pasighat which was attended by hundreds of traders and general public.
Training for 'My village My development plan'
ROING, Dec 19: A one day District level brainstorming session and three days training Programme under My Village My development plan began in the Anchal Samity Hall here on Monday.
Inaugurating the programme, DC Deepak Sindhe, IAS, called upon the PRI members and HoDs for proper co-ordination and monitoring of any developmental Schemes undertaken in the district. He emphasized on pragmatic approach in any developmental plan and underscored the importance of PRI member's participation in every development activity of village.
Master Trainer (SIRD) Tomar Baki highlighting participatory planning process in his power point presentation informed that for understanding the Community in a better way BPT facilitates Participatory Processes of Learning about the Community.
He also informed that participatory planning initiates sharing with Gram Panchayats Level PRI Functionaries and other stakeholder representatives at the Gram Panchayats ,Community Interactions for Estimating Needs, Demand for Employment and Plan for Asset Creation, finalisation and ratification of Prioritised List of Works etc.

Awareness prog.on demonetization and digital payment held
CHANGLANG, Dec 19: An awareness programme on benefits of demonetization and digital payment was conducted by district administration Changlang under the chairmanship of DC, Wayong Khimhun at the Circuit house here on Monday.
Speaking on the occasion, the DC appealed to people of the district to deposit their old currencies of Rs. 500 and Rs. 1000 by end of this month to avoid possible hardship in future.
In order to give a push on opening of bank accounts among rural people, the DC asked Manager, SBI to submit the list of accounts opened through Pradhan Mantri Jan Dhan Yojna as well as the list of left out people to enable them to avail various central government assistance extended through DBT.
While encouraging the people to adopt digital payment system, the DC informed that government is providing incentives by way of giving 0.75% discount to customers using cards, mobile wallet, etc at PSU Petrol Pumps in order to promote cashless transaction.
Resource person from SBI, Changlang, Rakesh Chutia also explained about various modes of cashless payment namely; USSD, e-wallet, Cards, Aadhaar Enabled Payment System, Point of Sale (POS) in detail as well as the procedures to avail these facilities for cashless transactions.
The programme was attended by COs, HoDs, PRI members, public leaders, executive members of CTTCA, Managers of SBI and Apex Bank,Changlang.
Tashi inspects developmental activities in his constituency
TAWANAG, Dec 19: Tawang MLA Tsering Tashi inspected the various ongoing governmental schemes and developmental projects at Teli, Seru, Kangteng, Gomkang, Tsaigar, Gyeta and Yusum villages of his constituency.
Laying emphasis on maintaining work quality, he urged and appealed all PRI leaders, Gaon Burahs and people of the area to uphold peace and tranquility in the region.

Union demands registration of case
ITANAGAR, Dec 19: All Pakke-Kessang Pijerang Dissing-Passo Seijosa Students' Union (APPDSSU) has demanded the East Kameng Superintendent of Police to immediately register the CR case against the DLRSO cum Member Secretary, Trans Arunachal Highway for Survey and compensation distribution of Trans- Arunachal Highway for East Kameng district.
In a letter to the SP, the APPDSSU stated that a CR case (No13/16) was filed before the Chief Judicial Magistrate, Seppa by one Koram Teli and others against the DLRSO for allegedly siphoning off public money to the tune of crores of rupees.
According to the union, the case has been transferred by the Chief Judicial Magistrate to Officer-in-Charge (OC) of Seppa Police Station and ordered to register the case under appropriate section(s) of law and investigate the case thoroughly.
The APPDSSU threatened that it would be compelled to launch rigorous democratic movement in phase-wise, in case the authority fails to register the case and take appropriate action against the erring officer, if found guilty.
Gurkha community celebrates 4th Tihar Utsav

JAIRAMPUR, Dec 19: The Gurkha community residing in Changlang district celebrated 4th Tihar Utsav at Setong Sena outdoor stadium here on Sunday last. Jointly organized by All Arunachal Gurkha Welfare Society Jairampur unit, All Arunachal Gurkha Youth Association and Gurkha Development Society Vijaynagar Nagar, the celebration was also attended by Minister for WRD, Geology & Mining, Kamlung Mossang and Nampong MLA, Laisam Simai.
Both the leaders in their address praised the effort of the society for keeping their culture intact and celebrating it with the local indigenous population. They also advised them to preserve their unique culture and bequeath it to the young generation.
Colorful cultural presentation by Gurkha cultural troupes coming from various pockets of Assam and Arunachal were also held on the occasion.
Mass cleanliness drive conducted
ITANAGAR, Dec 19: A mass cleanliness drive was carried out at Bage Tinali, Nirjuli by Rashtriya Yuva Morcha on Monday.
A truck was provided by Itanagar Municipal Council (IMC) to carry the collected garbage.

Cashless transaction
The move of the central Govt to go for cashless transaction may take a longer time as the people of the country, particularly in rural area, are still clueless about the cashless economy.
Observers say that there are still a number of hurdles in making India a cashless economy. It is said that a large part of the population is still outside the banking net and not in a position to reduce its dependence on cash.
According to a 2015 report by PricewaterhouseCoopers, India's unbanked population was at 233 million. Even for people with access to banking, the ability to use their debit or credit card is limited because there are only about 1.46 million points of sale which accept payments through cards. Moreover, success of cashless transaction depends on availability and quality of telecom network. It is observed that even in some big cities in the country, people are still facing difficulties in making electronic payments.

store and exchange monetary values via mobile phone, can help lift people in developing

The Assistant Audit Officer exam
Dear Editor,
This letter is with regards to repetitive appeals by Arts graduate which concerns their eligibility for the post of Assistant Audit Officer (AAO).
At the outset, let me make it clear that APPSC has done a big blunder by selecting
only three subjects viz-
AAO being the B-
The UDC type exam pattern for this post is the first big blunder on part of commission which has called for hue and cry of arts graduates.
As commission has already committed the mistake, now it has two options as a damage control measures:
A) Include some specialist subjects in addition to GS, GE & Maths.
B) Or make this exam open to all and give arts students chance to compete in this exam. Many arts graduates have cracked UDC exam. This exam is no different.
Moreover, many arts graduates have voiced for their eligibility for the FAO/TO exam. Let me inform all of you that there are many commerce related subjects with the likes of Auditing, commercial law, accountancy etc in the FAO exam. Arts graduates will find these subjects hard to comprehend in one year. These are true specialist subjects. However, Engineers were given chance in the FAO/TO exam with no background of these subjects. Mathematics was only their thin link with the exam. In this regard, it won't be wrong to include arts graduates even for FAO exams since they have studied Maths in tenth standard.
All round the year B.tech students have exams after exams for the various posts. Arts graduates have only two options, either clerical or APPSC conducted combined exam. More than engineers, who penetrate their head over all the exams of state, it is arts graduates who are in real need of such opportunities.
Therefore, I request all the Arts graduates to form a committee and visit APPSC office along with requisite memorandum instead of writing at reader's forum, as action speaks louder than words.

Education system in shambles
Dear Editor,
Your editorial "Disturbing News" (Dec 14) clearly shows that the education system is in a shambles without regular trained teachers. It is rightly pointed out that "Showing utter lack of professionalism, the education department has completely messed up everything".
Across the country, there is a dearth of teachers who know English. Any training will have to focus on teaching the teachers first.
Promotions should be generously be given to teachers and make them principals since there is urgent need for college administrators.
In fact, teachers are also frustrated lot as far as promotions were considered since

Well-
It is a pity that teacher training courses merely offer degrees, not proper training. Therefore the government should be careful in selecting efficient teachers that can build the overall personality of a student.

Languages under threat
Dear Editor,
No kudos is enough for Nabam Kayang for voicing his concern in his letter, "Vanishing native languages" (Readers Forum, December 17, 2016), about the extinction of native languages. We need to protect our languages not only for our own survival but for the survival of all the people of the world. It is unfortunate that thousands of languages are under the threat of extinction. Most of them are spoken by tribal people. Their extinction would lead to the loss of a storehouse of information on tropical medicines and herbs available only in these languages. We are going to become almost an alien in our Mother Earth if we lose valuable information and knowledge about her treasure. So, it would not be an iota of exaggeration if we compare language imperialism with matricide.
